Provisional licences, medical declarations, and everything else the DVLA requires—explained simply.
The Driver and Vehicle Licensing Agency (DVLA) manages every UK driver's licensing record, from your first provisional licence through to renewals decades later. Understanding the DVLA's processes saves you time and prevents the frustration of delayed lessons or test bookings due to administrative issues.
You can apply for a provisional driving licence from age 15 years and 9 months, though you cannot start driving a car until you turn 17 (16 if claiming the higher rate mobility component of certain disability benefits). The fastest and cheapest way to apply is online via GOV.UK, which costs £34 and typically takes about a week. Postal applications cost £43 and can take up to three weeks. You will need a valid UK passport (or other accepted ID) and proof of address.
When applying, you must declare any relevant medical conditions that could affect your driving, including eyesight issues, epilepsy, diabetes requiring insulin, and certain heart conditions. Failing to declare a relevant condition is a criminal offence and can invalidate your insurance. If you develop a relevant condition after receiving your licence, you are legally required to inform the DVLA promptly—DriveSQ instructors can advise on the general process, though specific medical guidance should come from your GP or the DVLA directly.
Your provisional and later full licence must always reflect your current address—failing to update this is an offence that can result in a fine. Address changes can be made free of charge via the GOV.UK website. Photo updates are required every 10 years when your licence naturally expires, also processed through GOV.UK for a small fee.
Once you pass your practical test, your examiner submits your pass directly to the DVLA, and your full licence is typically issued automatically within a few weeks—you do not need to apply separately. Your provisional licence remains valid to drive (unsupervised, as a full licence holder) from the moment you pass, even before the physical full licence card arrives.
